As part of its modernization efforts, GSA is standardizing its billing systems and
processes. A critical component of these efforts is the introduction of electronic
billing through the Vendor and Customer Self Service (VCSS) website. VCSS will,
over time, replace existing GSA online billing systems and provide GSA customers
with consolidated access to bills, statements and billing data for multiple GSA
services.
When Phase 2 of VCSS goes live this year it will replace BillView and WebBill, and
paper bills, as the source for bills, statements, and billing data for customers
of the following major business lines:
- In July 2013, VCSS will replace BillView and paper bills for customers of Reimbursable
Work Authorizations (RWA), and customers receiving steam and chilled water through
the Heating Operation and Transmission District (HOTD)
- In November 2013, VCSS will replace WebBill and paper bills for customers of GSA
Global Supply and AutoChoice

To access your accounts when VCSS goes live later this year, you will need to register
your account codes on this website. This is an important preliminary step in transitioning
to VCSS, as you will have access only to the accounts you have registered on this
site.
Before proceeding to enter your account codes on this site,
please read this notice. If you do not currently use BillView or WebBill,
but wish to access your bills, statements, and billing data via VCSS when it goes
live later this year, you will need to register for BillView
or WebBill BEFORE registering your account codes at this website.
After you have registered for BillView or WebBill, or if you are a current BillView
or WebBill user, you may proceed to request your account codes.
If you have previously entered your account codes but wish to modify them, you may
do that as well.
