As part of its modernization efforts, GSA is standardizing its billing systems and processes. A critical component of these efforts is the introduction of electronic billing through the Vendor and Customer Self Service (VCSS) website. As of February 2016, VCSS will replace the majority of existing GSA online billing systems and provide GSA customers with consolidated access to bills, statements and billing data for multiple GSA services.

Assisted Acquisition Services (AAS), Global Supply Services (GSS) and Integrated Technology Services (ITS) Customers:

VCSS will replace BillView and paper bills for the following customers:

  • FEDSIM
  • Regional IT
  • Integrated Workplace
  • Acquisition Center (IWAC)
  • National IT Commodity Program
  • Expanded Services
  • Managed Service Office (MSO)

Before proceeding to preregistering your account codes on this site, please first read this notice. If you do not currently have access to either GSA Assist or BillView, you need to register for BillView BEFORE registering your account codes on this site. To register for BillView, send an email to FW-ClientServices@gsa.gov with “New BillView Access” listed in the Subject line and state in the email message that “BillView access is needed for Phase 3, 4 VCSS”.

BillView and GSA Assist users can preregister their account codes by selecting the Request Account Code(s) button at the bottom of this page. Your Account Code will be the Certifying Office number located on your bill. Preregistering ALL account codes you need access to is an important preliminary step in transitioning to VCSS to ensure uninterrupted access to your bills, statements and billing data. If you need to make changes, use the Modify Account Code Request button.

Network Services Program Customers:

VCSS will replace BillView and paper bills for customers of the Network Services Program. VCSS will not be replacing E- Morris, and customers will continue to have access to this system.

Regional Telecom Services Customers:

VCSS will not be replacing e*Bill, and customers will continue to have access to their billing statements through this system. Customers of Regional Telecom Services are encouraged to register for VCSS where they will have access to a variety of VCSS functionality, to include the ability to view summary statement information.

e*Bill users can preregister their account codes by selecting the Request Account Code(s) button at the bottom of this page. Your Account Code will be the Customer Number located on your e*Bill statement.
